TWITTER is BACK! Twitter has gone down FailWhale is in full force, updated as we learn more. There is no maintenance scheduled from what I can see so this does look like the service has dropped.
Updated: The last big event around 1 minute before the site failed was that an aftershock in Haiti measuring 6.1 had just struck. I think we might of just seen Twitter over loaded as that single fact was retweeted across the network.
Extremely high volume of whales 3 minutes ago

For those that are new to Twitter the FailWhale is Twitters way of saying something has gone wrong, at this time it looks like the shear number of retweets from people has made the service either respond too slowly to update or crash completely.
At the moment your best bet is to hold tight you will find Twitter.com and any Twitter clients will all be broken right now that also includes SMS delivery and sending to Twitter as well.
